Construction of a Cruise Terminal Building at Port Louis Harbour -Contract MPA 405/2018

The Mauritius Ports Authority (MPA) is pleased to invite sealed bids from local and overseas bidders for the Construction of a Cruise Terminal Building at Port Louis Harbour.

The scope of works includes amongst others construction of:

1. a steel structure of ground floor area approximately 7,500 m², on raft and pad footings;
2. pavement works together with all necessary infrastructural facilities; and
3. associated works

Qualification requirements

• The Contractor, either as single entity or joint venture or association, must hold a valid registration with CIDB as follows: -

Class of Work: Building Construction Works as Grade A together with Civil Engineering Works as Grade C and Mechanical, Electrical and Plumbing Works(MEP) as Grade C.

• The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement of
  MUR 100,000,000 (or equivalent in USD/EURO/GBP)

• Other qualifying criteria mentioned in the bid document

Purchase of Bidding Documents

A complete set of bidding documents may be purchased by interested local bidders on the submission of a written application to the above and upon payment during week days of a non-refundable fee of Mauritian Rupees ten thousand only (MUR 10,000) by bank cheque drawn in the name of the Mauritius Ports Authority or by cash payable at the MPA Cash office located at H. In case the MPA is requested to forward the Bidding Documents by courier, an additional amount of
USD 60 or Euro 50, (net of all bank charges) is payable to the above bank account.

After receipt of payment, the Mauritius Ports Authority will send the bidding document to the bidder via courier at the cost of the requesting party who cannot collect same personally. Bidders are requested to communicate their address and proof of payment to the Mauritius Ports Authority via email at info@mauport.com for sending/posting of the set of bidding documents. Prospective bidders’ attention is drawn that late receipt of bidding documents by courier shall not be considered as a valid reason for request for any extension of the date for submitting Bids.

Submission of bids

Bid Security

Bidders shall submit a bid security in the amount of MUR 3,000,000 in the format specified at
Section IV Bidding Forms of the bidding documents. The bid security shall be in the form of an unconditional bank guarantee issued by a recognized commercial bank in Mauritius or a foreign bank through a correspondent bank located in Mauritius.

Bids not secured as above shall be rejected.

Pre- Bid Meeting

A pre-bid meeting followed by a site visit for prospective bidders has been scheduled for
13 March 2019 at 10.30 hrs. (local time). The meeting place is the Conference Room of the Mauritius Ports Authority at Ground Floor, H. Ramnarain Building, Mer Rouge, Port Louis, Republic of Mauritius.

The MPA reserves the right to: -

1. accept or reject any bid; and
2. to annul the bidding process and reject all bids at any time prior to the award of the contract as per provision of Section 39 (1) of the Public Procurement Act 2006.

Invitation for Expression of Interest

Provision of Consultancy Services for the Procurement of Floating Craft for

Port Louis Harbour- Contract MPA 414/2019

1. Introduction

The Mauritius Ports Authority which is a body corporate, established under the Ports Act 1998, is inviting an “Expression of Interest” from suitably qualified Consultancy Firms specialized in the study, design, project management and supervision in the field of ship construction, to provide Consultancy Services for the procurement of floating craft. 

2. Scope of Services

The scope of Services for the Consultancy Services are as detailed below:

STAGE 1

1. A thorough technical audit of the hull, machinery, electrical/electronic systems and other specialized equipment of each floating craft, including the conduct of tests, inspections (internal and external), measurements, etc. or any other methods wherever appropriate;

2. Full assessment of the existing policy for the maintenance of the fleet of tugs and ancillary marine floating craft and recommendation of the most suitable maintenance approach to the MPA based on best practice in the industry with the aim of ensuring a reliable and cost effective service to shipping lines/port users;

3. Technical Audit Report including recommendations for corrective and remedial measures to reinstate the tugs and ancillary marine floating craft into full operating conditions and also to advise on the replacement of the strategic components/spares to cater for long term and short term with a view to minimizing tugs down time;

4. Assessment of the qualifications and competencies of the key staffs of the MPA Marine Engineering Unit and identify the training needs required to bridge the gap for the good running of the unit;

5. Review of the requirements for floating crafts in light of the recommendations of the Technical Audit Report and future development of the Port and submit a Report;

6. Preparation of detailed technical specifications for the design, construction, supply, delivery and commissioning of the    floating craft to be procured together with cost estimates, bidding documents in line with the provisions of the Public Procurement Office; and
7.  Assist the MPA during the bidding period(s) including responding to any queries from bidders.

STAGE II –

1. Assist the MPA in the Evaluation of Bids received.

STAGE III –

The Consultant will be required to provide supervision services during the construction works of the floating craft.

 These would include:

1. approval of successful shipyard plans;
2. third party inspection during the construction, Test/ trials and commissioning stages; and
3. assistance to the MPA during the one-year warranty and witness final testing.

3. Time Frame

It is planned to award the Consultancy Contract around mid of year 2019. The duration of the Consultancy Contract may be around 24 months.

4. Eligibility

The Consultancy firms should possess a minimum of 10 years’ experience in the study, design, project management and supervision of similar construction works and have undertaken at least 3 similar assignments over the last 5 years.

The Consultant or firm who/which will be awarded the consultancy contract, will not be authorized to participate in the bid for the design, construction, supply and commissioning of the above equipment.

5.Documents/information to be submitted by Consultant

1. profile of the company, its organization, staffing and details of experience in similar assignments undertaken during the last 5 years including name of clients, locations, duration and description of assignment;
2. a proposal of the company’s deployment schedule for undertaking the assignment;

3. the list of key professional staff, with complete curriculum vitae and their working experience in similar consultancy works, to be enlisted for the assignment, which should however include, but not limited to the following: -
   • one Marine Engineering Specialist
   • one Electrical /Electronic Engineering Specialist
   • one Naval Architect
   • one Port/Marine planner

One of the above specialists will assume the responsibility of team leader; and to submit

4. an indicative man months input to complete the assignment along with the average man months’ rates for each stage of the consultancy services contract. 

6. Pre-Qualification of Consultants

  Based on the above criteria, qualified Consultants will be invited to submit their proposals.

7. Clarifications and Queries

All clarifications sought by  the firms in respect of the Expression of Interest shall be addressed, at least seven days, before the deadline for submission of the Expression of Interest in writing to:

8.Submission of Expression of Interest

The Expression of Interest in a sealed envelope, clearly marked “Expression of Interest for Provision of Consultancy Services for the Procurement of Floating Craft for Port Louis Harbour- Contract MPA 414/2019” should be addressed to the Director General, Mauritius Ports Authority, H. Ramnarain Building, Mer Rouge, Port Louis, Republic of Mauritius.

The EOI should be sent by courier or deposited in the bid box located at the Chief Officer’s Office, 1st Floor, H. Ramnarain Building, Mer Rouge, Port Louis, Mauritius not later than 28 February 2019 at 14.00 (local time).

Any expression of Interest received after the closing date will not be accepted.

9. Reservation

The MPA reserves the right to accept or reject any interest expressed or annul the EOI without incurring any liability whatsoever to any Consultancy Firm.
