The scope of works includes amongst others construction of:

  1. a steel structure of ground floor area approximately 7,500 m2, on raft and pad footings;

Qualification requirements

  • The Contractor, either as single entity or joint venture or association, must hold a valid registration with CIDB as follows: -

Class of Work: Building Construction Works as Grade A together with Civil Engineering Works as Grade C and Mechanical, Electrical and Plumbing Works(MEP) as Grade C.

  • The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement of

The Mauritius Ports Authority (MPA) is a corporate body established under the Ports Act 1998 which provides marine services to ships calling at Port Louis harbor and its anchorage.

The MPA is pleased to invite Expression of Interest from ship brokers specialized in the chartering of tugs, ships and floating craft to Port Authorities and shipping companies.

Scope of Services

The ship broker shall provide the MPA with a list of tugs of 70 and 12 T Bollard Pull capacity available for charter with respective chartering fees and assist the Authority during negotiations with the ship owners.

Eligibility

(i)      The ship broker (firm) should possess a minimum of 10 years’ experience in the chartering of tugs/vessels. 

(ii)    Have undertaken at least 10 similar assignments over the last five years.

The ship broker (firm) shall submit the following: -

  • The company Profile, its organization, staffing and details of experience over the last 10 years.
  • List of similar assignments undertaken during the last 5 years including name of clients, locations, duration and description of assignment.

Provision of Consultancy Services for the Procurement of Floating Craft for

1. Introduction

The Mauritius Ports Authority which is a body corporate, established under the Ports Act 1998, is inviting an “Expression of Interest” from suitably qualified Consultancy Firms specialized in the study, design, project management and supervision in the field of ship construction, to provide Consultancy Services for the procurement of floating craft. 

2. Scope of Services

The scope of Services for the Consultancy Services are as detailed below:

STAGE 1

  1. A thorough technical audit of the hull, machinery, electrical/electronic systems and other specialized equipment of each floating craft, including the conduct of tests, inspections (internal and external), measurements, etc. or any other methods wherever appropriate;
  1. Full assessment of the existing policy for the maintenance of the fleet of tugs and ancillary marine floating craft and recommendation of the most suitable maintenance approach to the MPA based on best practice in the industry with the aim of ensuring a reliable and cost effective service to shipping lines/port users;
  1. Technical Audit Report including recommendations for corrective and remedial measures to reinstate the tugs and ancillary marine floating craft into full operating conditions and also to advise on the replacement of the strategic components/spares to cater for long term and short term with a view to minimizing tugs down time;
  1. Assessment of the qualifications and competencies of the key staffs of the MPA Marine Engineering Unit and identify the training needs required to bridge the gap for the good running of the unit;
  1. Review of the requirements for floating crafts in light of the recommendations of the Technical Audit Report and future development of the Port and submit a Report;
  1. Preparation of detailed technical specifications for the design, construction, supply, delivery and commissioning of the    floating craft to be procured together with cost estimates, bidding documents in line with the provisions of the Public Procurement Office; and
  2.  Assist the MPA during the bidding period(s) including responding to any queries from bidders.

STAGE II –

  1. Assist the MPA in the Evaluation of Bids received.

STAGE III –

The Consultant will be required to provide supervision services during the construction works of the floating craft.

 These would include:

  1. approval of successful shipyard plans;
  2. third party inspection during the construction, Test/ trials and commissioning stages; and
  3. assistance to the MPA during the one-year warranty and witness final testing.

3. Time Frame

It is planned to award the Consultancy Contract around mid of year 2019. The duration of the Consultancy Contract may be around 24 months.

4. Eligibility

The Consultancy firms should possess a minimum of 10 years’ experience in the study, design, project management and supervision of similar construction works and have undertaken at least 3 similar assignments over the last 5 years.

The Consultant or firm who/which will be awarded the consultancy contract, will not be authorized to participate in the bid for the design, construction, supply and commissioning of the above equipment.

5.Documents/information to be submitted by Consultant

 

  1. profile of the company, its organization, staffing and details of experience in similar assignments undertaken during the last 5 years including name of clients, locations, duration and description of assignment;
  2. a proposal of the company’s deployment schedule for undertaking the assignment;
  1. the list of key professional staff, with complete curriculum vitae and their working experience in similar consultancy works, to be enlisted for the assignment, which should however include, but not limited to the following: -
    • one Marine Engineering Specialist
    • one Electrical /Electronic Engineering Specialist
    • one Naval Architect
    • one Port/Marine planner

One of the above specialists will assume the responsibility of team leader; and to submit

  1. an indicative man months input to complete the assignment along with the average man months’ rates for each stage of the consultancy services contract. 

 

6. Pre-Qualification of Consultants

  Based on the above criteria, qualified Consultants will be invited to submit their proposals.

Project Title : High Security Fencing at Terminal II, MCT, Les Salines & HRB

Scope of Works:

The work has been divided into two lots as follows:

  1. Lot I: The Mauritius Container Terminal, Les Salines and H. Ramnarain Building, Mer Rouge. The length of fencing required for Lot I is 2 kms.
  1. Lot II: The Mauritius Multi-Purpose Terminal – Terminal II. The length of fencing required for Lot II is 2 kms.

The scope of works within the contract for both Lot I and Lot II include the following: -

  • Break to remove concrete poles and bases including existing chain link fencing and carting away of construction debris from port area;
  • Cut to remove existing galvanized fencing posts and same to be returned to MPA Store;
  • Engineering designs of the new high security fence to the relevant British Standards including the bases to withstand a wind speed of up to 300km/h.
  • Supply and Erection of new high security fencing posts and panels;
  • Construction of ground beam, block wall and stone work;

Scope of Works

The scope of works includes inter-alia:

  • Supply of aluminium anodes complete with fixing brackets etc. for the tubular piles at Quays 1,2, 3 & 4 at Terminal II; the sheet piles at Quays A, D,E at Terminal I; sheet piles at Trou Fanfaron  and the sheet piles at Port Mathurin.
  • Remove marine growth and scaling and prepare surfaces to receive aluminium anodes
  • Install anodes in the quantities measured in the Bill of Quantities and as detailed in the drawings.
