REFURBISHMENT WORKS AT POINTE AUX CAVES LIGHT HOUSE, ALBION

CONTRACT NO: MPA 498/2021

The Mauritius Ports Authority is inviting bids from local bidders through the Government e-Procurement System for the Contract MPA 498/2021 – Refurbishment Works at Pointe aux Caves Light House, Albion as more fully described in this bidding document.

Bidding exercise shall be conducted through Open National Bidding method according to the rules and regulations of Mauritius.

The MPA intends to upgrade the existing amenities within the premises of the Pointe aux Caves Lighthouse at Albion.

 

Scope of the Works

The scope of the works includes inter-alia:

  1. The works comprise of the careful demolition of beams and roof slab of an existing stone masonry building located in the Pointe Aux Caves Lighthouse compound and carting away of all demolition debris.  All stone masonry structure is to be preserved on site.
  2. All existing damaged openings and wooden flooring to be removed and carted away.
  3. Construction of a kiosk in reinforced concrete and stone masonry blocks which have been recovered from demolition works.
  4. An existing building housing 1 toilet and 1 bathroom is to be converted into 2 separate toilets complete with new water closets and all required facilities. The toilet block is to be provided with new aluminium openings, wash hand basins and metal canopy on its façade.
  5. The chain link fencing including galvanised posts and barbed wire located along the perimeter boundary are to be replaced where damage has been observed.
  6. The existing reinforced concrete columns for high security gate is damaged and need to be demolished and reconstructed. The contractor has to ensure that appropriate measures are implemented for access control and for security purposes during the works.
  7. The existing handrails located along both sides of the staircase leading to and around the light house are corroded and damaged.  Same are to be manufactured using metal sections, hot dip galvanized and fixed on site complete with all accessories and all necessary finishes. 
  8. All visible spalled concrete on the roof and walls to existing interior and exterior side of the generator room are to be hacked, broken and repaired using an approved cement mortar.
  9. Works within the lighthouse comprise of general making good, sealing of cracks, repair to window frames and side edges. The wooden staircase is to be provided with new metal support(s) where required and the staircase is to be refurbished including painting works.
  10.  All metal structures located within the light house have to be cleaned, primed and painted using appropriate approved products.
  11. A floor dressing is to be applied onto all existing prepared floor surfaces within the lighthouse.
  12. Application of a water proofing compound on the external terrace located on roof.
  13. Upgrading of the existing dome to the light house. Contractor to submit his methodology, materials, etc., to carry the works safely.
  14. Preparation and Painting works to be carried out on the external wall surface of the lighthouse. Contractor is to ensure for all arrangements such as scaffolding, safety barriers/nets, staircase, etc. to undertake the painting works. 
  15. Other miscellaneous works including cleaning of the yard upon completion.

 

Pre-bid Meeting

Bidders or their designated representatives are invited to attend a pre-bid meeting followed by a site visit on Tuesday 16 March 2021 at 10.30 hours at the Pointe Aux Caves Lighthouse in Albion.

Bids for the above must be submitted online on the e-Procurement System at latest by Tuesday 06 April 2021 at 15.00 hours.

Bidders who have submitted bids online by the closing date and time shall decrypt and re-encrypt their bids from Tuesday 06 April from 16.01 hours till Thursday 08 April 2021 up to 14.00 hours.

Bids will be opened in the Conference Room of the Mauritius Ports Authority on Thursday 08 April 2021 at 14.05 hours in the presence of bidders or their representatives who choose to attend.

The Mauritius Ports Authority is inviting bids from local bidders through the Government e-Procurement System for the Contract MPA 480/2020 –Road Markings and Signages in the Port Area as more fully described in this bidding document.

Bidding exercise shall be conducted through Open National Bidding method according to the rules and regulations of Mauritius.

The Scope of works includes inter – alia:

  • Carry a survey to assess extent of existing road marking and traffic signs
  • Supply and Place line/road marking using thermoplastic paints
  • Supply and fix traffic signs and posts (where required)
  • Remove salvage materials and hand over to the Project Manager at designated MPA store. All damaged posts to be carted away outside the Port Area.
  • General cleaning after completion of the works.

Bidders should have the following minimum qualification to be considered as eligible for the project:

  • Valid registration with CIDB under class H and above;
  • At least two projects of a similar nature and/or complexity and works as acceptable as being equivalent to Works over the last 5 years; and
  • Other qualifying criteria mentioned in the bidding document.

The Intended Completion Date for the whole of the Works shall be completed within 60 days from the date of possession of site which shall be agreed mutually by the Project Manager and the Contractor.

Bidding exercise will be conducted through Open International Bidding method according to the rules and regulations of the Republic of Mauritius.

Bidders should have the following minimum qualification criteria:

  • At least one implementation of similar size and scope during the last five (5) years.
  • At least 5 years work experience in similar assignments.

The expected duration of this contract is eight (8) months as from the date of award of contract.

A Bid Security in the amount of MUR 500,000 or USD 11,900 or EURO 10,415 or GBP 10,000 shall be submitted in the form of an unconditional bank guarantee issued by a recognized commercial bank in Mauritius or a foreign bank through a correspondent bank located in Mauritius. The bid security shall be valid for 150 days as from the date of submission of bids. The original bid security shall be submitted in sealed envelope as indicated at ITB 22.1 in the bidding document. Failure to submit the original Bid Security will entail to rejection of bids.

The scope of works includes inter-alia:

  • Topographic survey of Fort William reclamation, including existing reclaimed platform and revetment structures.

Scope of Contract: Main scope of works includes, but is not limited to the following:

  1. Construction of a mini-soccer pitch of size 44m x 22m with synthetic (artificial) turfing, inclusive of goal posts, line markings and internal walkway.
  2. Construction of block wall boundary wall around the periphery of the mini-soccer pitch together with a 4.5m high chain-link fencing and with the provision of access gates.
