The Mauritius Ports Authority (MPA) intends to sell two  (2) of its  trucks  which were formerly used by the MPA Port Emergency Services Unit  for firefighting purposes and whose particulars are as detailed hereunder:-

 

In this respect,the MPA invites bids from potential buyers for the purchase of the above vehicles on an 'as is where is' basis.

The vehicles may be viewed at the MPA Workshop, Mer Rouge during week days as from 08 June 2022 between 08:00 hours to 14:00 hours.

For any additional information, the Officer Transport may be contacted on phone no.206 5515 / 52506228.

Bids should be submitted separately for each vehicle. Bidders may quote for one or both vehicles.

Bids,in sealed envelopes,addressed to the Director-General, Mauritius Ports Authority and clearly marked "Sale of Vehicles" should be deposited in the Tender Box located in the Chief Officers' Office, 1st Floor, H.Ramnarain Building, Mer Rouge,Port Louis not later than Wednesday 22 June 2022 at 1400 hours (Local time).Offers received after the specified closing date and time will not be considered.

Bids should remain valid for a period of 90 days after the closing date and be accompanied by a security, in the form of a Bank Cheque equivalent to 10% of the total bid price. Bids not so secured will not be accepted.

The successful bidder(s) shall be required to effect full payment of the quoted sum and arrange to take delivery of the items within 5 days from the date of award.

The MPA reserves the right to accept, or reject any offer and to cancel the above exercise at any time prior to award without thereby incurring any liability to the affected bidder(s).

The Mauritius Ports Authority (MPA) is inviting bids from local and overseas bidders for the Design, Supply, Installation and Commissioning of Centralised Access Control and CCTV Systems for Port Area Surveillance as more fully described in the bidding document.

Bidding exercise will be conducted through Open International Bidding method according to the rules and regulations of the Republic of Mauritius.

Description of Project

The MPA intends to implement a modern CCTV system fully integrated with a port wide Access Control System with a view to strengthen security measures in the port area.

The Scope of the project includes inter alia the following:

  • Design, Supply, Install and Commission a new CCTV System;
  • Design, Supply, Install and Commission a port wide centralised Access Control System;
  • Design, Supply, Install and Commission a Networking System using both fibre and wireless to support the above Systems;
  • Provision of maintenance on the above; and
  • Provision of a Disaster Recovery Site.

Qualification requirements

Bidders should have the following minimum qualification criteria to be considered as eligible for the project:

  • At least five (5) years of experience in the supply and installation of similar CCTV and Access Control systems.
  • Experience as prime contractor in the implementation of at least one project of similar scale/nature including an integrated CCTV and centralized access control system over the last 5 years; and
  • Other qualifying criteria mentioned in the bid document.

 

Site Visit

The Mauritius Ports Authority (MPA) is inviting bids from local and overseas bidders through the Government e-Procurement System for the Supply and Commissioning of Two New (Off the Shelf) Twin Screw Harbour Tugboats of 15 to 18 Tonnes Bollard Pull as more fully described in the bidding document.

The bidding exercise shall be conducted through the Open International Bidding method according to the rules and regulations of Republic of Mauritius.

Bidders should have the following minimum qualifications to be considered as eligible for the project:

  1. At least ten (10) years of experience in manufacturing and supply of similar types of tugs including list of tugs manufactured and commissioned during the past ten years; and
  2. To demonstrate having manufactured at least five tugs of not less than 15 Tonnes Bollard Pull capacity during the last five (5) years.

The expected delivery of each tugs is within 26 weeks following date of letter of acceptance.

Consultants having submitted proposals online by the closing date and time shall decrypt and re-encrypt their bids from Friday 30 July 2021 from 16.01 hours (Local Time) up to Tuesday 03 August 2021 at 14.00 hours (Local Time).

Technical proposals will be opened online at the Mauritius Ports Authority, H. Ramnarain Building, Mer Rouge, Port – Louis, Republic of Mauritius on Tuesday 03 August 2021 at 14.05 hours (local time) in the presence of consultants or their representatives who choose to attend.

The Mauritius Ports Authority reserves the right to accept or reject any bid and to annul the bidding process and reject all bids at any time prior to award of the Contract, without thereby incurring any liability to any Bidder.

Registration of bidders on the e-Procurement System

All potential bidders are kindly requested to register their companies on the e-Procurement System, as registration is mandatory for a supplier to submit a bid online. You may wish to refer to the manual and video available on the “How to?” menu of the e-PS website for information about registration.

Furthermore, it is mandatory for bidders to use a Digital Signature Certificate (DSC) for encryption/decryption of their bid data and for digital signing of bids. A DSC for the e-Procurement Class can be purchased from the Certification Authority eMudhra through Mauritius Post Ltd by applying online on the website https://www.emudhra.mu/.

In order to initiate suppliers on e-PS, the Procurement Policy Office organises regular training sessions on the e-Procurement System. These training sessions are usually held at the Procurement Policy Office, 8th Floor, E. Anquetil Building, Port Louis, Mauritius, over 2 half days and include a theoretical / demonstration component on the first day followed by a practical session on the second day.

CONSULTANCY SERVICES FOR THE INFRASTRUCTURE WORKS AT FORT WILLIAM

Contract MPA 500/2021

The Mauritius Ports Authority is inviting proposals from local Consultants through the Government e-Procurement System for the Contract MPA 500/2021 – Consultancy Services for the Infrastructure Works at Fort William as more fully described in the bidding document.

The bidding exercise shall be conducted through Open National Bidding method according to the rules and regulations of Mauritius.

The consultancy services would comprise the following: -

  1. Preliminary Design Studies including Environmental Impact Assessment (EIA) and Traffic Impact Assessment (TIA),
  2. Topographic survey and setting out of the land resources on the whole of Fort William area in accordance with the approved Land Use Plan and submit the Land Survey Report;
  3. Detailed Design Study, preparation of Tender documents for the infrastructure works in conformity with the procurement procedures applicable locally,
  4. Detailed Design study for the earth works to be carried out and preparation of Tender documents; and
  5. Overall Project Management and Supervision of Works for all project components

Pre – Proposal Conference

Consultants are invited to attend a pre-proposal conference on Wednesday 23 June 2021 at 10.30 hours in the Conference Room, Ground Floor, H. Ramnarain Building, Mer Rouge, Port Louis.

 

Submission of Proposals

Bidding documents may be downloaded from the Government e-Procurement System https://eproc.publicprocurement.govmu.org. Reference Number on the system:  MPA/IFB/2021/55.

Proposals (Technical & Financial) must be submitted online on the e-Procurement System at latest by Friday 16 July 2021 at 15.00 hours.
