REPAIRS AND MAINTENANCE WORKS TO PORT INFRASTRUCTURE (TERMINAL I, II & III)

The Mauritius Ports Authority is inviting bids from local bidders through the Government e-Procurement System for the Contract MPA 496/2021 – Repairs and Maintenance Works to Port Infrastructure (Terminal I, II & III) as more fully described in this bidding document.

Bidding exercise shall be conducted through Open National Bidding method according to the rules and regulations of Mauritius.

The objective of this project is to undertake repairs and maintenance works to the existing Port Infrastructure at Terminal I, II and III, as more fully described, in the Bill of Quantities.

Scope of the Works

The works are to be undertaken in two parts, “Part A” – Repairs and Upgrading Works and “Part B”- General Maintenance/Emergency Works within the Port Area.

The repairs and upgrading works as listed hereunder (Part A) are to be completed within 150 days and are more fully detailed in the BOQ.

PART A- Repairs and Upgrading Works

At Terminal I - Quays A, D, E incl. TFFP & Terminal II (Quays 1-4)

  • Construction of a Storage Yard at the MPA Stores;
  • Construction of Walkway at TFFP
  • Repair of damaged buffer stops on the quay apron at TFFP
  • Replacement of damaged high security Fencing at TFFP
  • Erection of chain link Fencing along access road leading to MFD quay
  • Repair to cope beams/kerbs and concrete surfaces
  • Making good / painting of existing bollards at Terminal I
  • Supply and fixing of metal structures (handrails, ladders etc.)
  • Maintenance of metal structures (lighting poles, etc.)
  • Repairs to the existing paved areas comprising of modular interlocking pavement and asphaltic concrete
  • Provision of new concrete drain covers and clearing (where required)
  • Repair and/or upgrade existing utilities (civil works and water) etc.
  • Tilling Works at H Rmanarain Building

For Terminal III

  • Maintenance works to handrails and poles at Oil Jetty
  • Supply and fixing of expanded mesh on the service platform bridge at oil jetty

The works also comprise of emergency maintenance to port infrastructure over a 1 year (365 days) period, starting from the date of the Letter of Acceptance. The non-exhaustive list of works expected to be executed is described hereunder: -

PART B- Maintenance Works within the Port Area

  • Asphaltic works in operational and non-operational areas
  • Repairs to High Security Fencing;
  • Repairs to any damage to Port infrastructure which may occur and requires urgent maintenance
  • Repair to any damage that constitute a danger to life or property; etc.

Bidders should have the following minimum qualification to be considered as eligible for the project:

  • Valid registration with CIDB under grade F;
  • At least two (2) Civil Engineering works of a nature and complexity equivalent to the Works over a period of three (3) years; and
  • Other qualifying criteria mentioned in the bidding document.

Pre-bid Meeting

Bidders or their designated representatives are invited to attend a pre-bid meeting on 15 March 2021 at 10.30 hours in the Conference Room, Ground Floor, H. Ramnarain Building, Mer Rouge, Port Louis.

Submission of Bids

Bidding documents may be downloaded from the Government e-Procurement System https://eproc.publicprocurement.govmu.org. Reference Number on the system:  MPA/IFB/2021/39

Bids for the above must be submitted online on the e-Procurement System at latest by Tuesday 30 March 2021 at 15.00 hours .

Bidders who have submitted bids online by the closing date and time shall decrypt and re-encrypt their bids from Tuesday 30 March from 16.01 hours till Thursday 01 April 2021 up to 14.00 hours.

Bids will be opened in the Conference Room of the Mauritius Ports Authority on Thursday 01 April 2021 at 14.05 hours in the presence of bidders or their representatives who choose to attend.

Registration of bidders on the e-Procurement System

All potential bidders are kindly requested to register their companies on the e-Procurement System, as registration is mandatory for a supplier to submit a bid online. You may wish to refer to the manual and video available on the “How to?” menu of the e-PS website for information about registration.

Furthermore, it is mandatory for bidders to use a Digital Signature Certificate (DSC) for encryption/decryption of their bid data and for digital signing of bids. A DSC for the e-Procurement Class can be purchased from the Certification Authority eMudhra through Mauritius Post Ltd by applying online on the website https://www.emudhra.mu/.

In order to initiate suppliers on e-PS, the Procurement Policy Office organises regular training sessions on the e-Procurement System. These training sessions are usually held at the Procurement Policy Office, 8th Floor, E. Anquetil Building, Port Louis, Mauritius, over 2 half days and include a theoretical / demonstration component on the first day followed by a practical session on the second day.

The Mauritius Ports Authority reserves the right to accept or reject any bid and to annul the bidding process and reject all bids at any time prior to award of the Contract, without thereby incurring any liability to any Bidder.
