CONSULTANCY SERVICES FOR THE REFURBISHMENT OF THE PORT EMERGENCY SERVICES AND MPA WORKSHOP

CONTRACT MPA 665/2025

The Mauritius Ports Authority (MPA) is inviting proposals from local Consultancy Firms to provide Consultancy Services for the Refurbishment of the Port Emergency Services and MPA Workshop as more fully described in the bidding document.

The bidding exercise will be conducted through the Open National Bidding method according to the rules and regulations issued by the Procurement Policy Office.

The Consultancy Services comprise the following inter-alia:

1. Planning and Design of the required facilities to house all the necessary resources for the smooth running of the Port Emergency Services (PES) Unit and the Technical Services Section (TSS) to meet the present requirements and the future expansion of the respective Units.
2. To recommend the most appropriate and economical option for the above taking into consideration the International Fire Coverage Standard, the requirements of Port Emergency Services (PES) Unit and the Technical Services Section (TSS) and the environment around the existing workshop.

Eligibility

The Consultancy Firm shall have undertaken at least one (1) project of similar nature and complexity (design and supervision of either a steel shed or a Fire Station) over the last fifteen (15) years.

Pre-Proposal Meeting

Bidders or their designated representatives are invited to attend a Pre-Proposal Meeting on Thursday 16 October 2025 at 10.30 hours. The meeting place is the Conference Room of the Mauritius Ports Authority at Ground Floor, H. Ramnarain Building, Mer Rouge, Port Louis.

Submission of Proposals

Proposals (Technical & Financial in two separate sealed envelopes) shall be placed into an outer sealed envelope clearly marked “Contract MPA 665/2025 – Consultancy Services for the Refurbishment of the Port Emergency Services and MPA Workshop, should be addressed to the Director General, Mauritius Ports Authority, 1^st Floor, H. Ramnarain Building, Mer Rouge, Port Louis.

Deadline for the Submission of Proposals

Proposals should be either deposited in the Bid Box located in the Chief Officer’s Office, Mauritius Ports Authority, 1^st floor, H. Ramnarain Building, Mer Rouge, Port Louis, Republic of Mauritius or submitted by registered post or courier so as to reach the Mauritius Ports Authority on or before Tuesday 11 November 2025 up to 14.00 hours at latest. 

Technical Proposals will be opened on the same day at 14.15 hours in the presence of bidders or their representatives who choose to attend.

Proposals received after the specified closing date and time will not be considered.

The Mauritius Ports Authority reserves the right to accept or reject any proposal and to annul the bidding process and reject all proposals at any time prior to award of the Contract, without thereby incurring any liability to any Bidder.
