PROCUREMENT NOTICE

OPEN NATIONAL BIDDING

(Authorized under Section 16 of the Public Procurement Act 2006)

DESIGN, SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF GRID CONNECTED

ROOFTOP SOLAR PHOTOVOLTAIC SYSTEM

CONTRACT NO: MPA 588/2023

The Mauritius Ports Authority is inviting bids from local bidders for the Contract MPA 588/2023 – Design, Supply, Installation, Testing and Commissioning of Grid Connected Rooftop Solar Photovoltaic System, as more fully described in the bidding document.

The bidding exercise shall be conducted through the Open National Bidding method according to the procurement rules and regulations issued by the Procurement Policy Office.

Scope of Works

The project consists of the design, supply, installation, testing and commissioning of grid-tied solar photovoltaic systems on the rooftops of the following MPA buildings at Mer Rouge, Port-Louis:-

1. Aurelie Perrine Building
2. MPA Workshop
3. Shed 3

Qualifications

Bidders should have the following minimum qualification to be eligible as a contractor for undertaking the project:

1. Valid registration certificate with the CIDB under the grade that will enable the contractor to perform the works quoted for;
2. Experience of having successfully completed at least 2 (two) projects over the last 5 (five) years involving Supply, Installation, Testing and Commissioning of Grid Connected Rooftop Solar Photovoltaic System each of capacity not less than 100 kWp; and
3. Other qualifying criteria as mentioned in the bidding document.

A complete set of bidding documents will be submitted to eligible and qualified bidders via email.

Pre-Bid Meeting/Site Visit

Bidders or their designated representatives are invited to attend a pre-bid meeting/site visit on Tuesday 19 September 2023 at 11.00 hours. The meeting place is the Conference Room of the Mauritius Ports Authority at Ground Floor, H. Ramnarain Building, Mer Rouge, Port Louis.

Submission of Bids

Bids (one original and one copy sealed in single envelope) must be submitted in accordance with the Instruction to Bidders, clearly marked “Contract MPA 588/2023- Design, Supply, Installation, Testing and Commissioning of Grid Connected Rooftop Solar Photovoltaic System, which shall be addressed to the Director General, Mauritius Ports Authority, H. Ramnarain Building, Mer Rouge, Port Louis.

Deadline for the submission of bids

Bids should be either deposited in the Bid Box located in the Chief Officer’s Office, Mauritius Ports Authority, 1^st Floor, H. Ramnarain Building, Mer Rouge, Port Louis or submitted by registered post or courier so as to reach the Mauritius Ports Authority on or before Tuesday 10 October 2023 up to 14.00 hours at latest. (Refer to Addendum - Deadline extended to Tuesday 24 October 2023 up to 14.00 hours at latest).

Bids will be opened on the same day as the closing date at 14.15 hours in the presence of bidders or their representatives who choose to attend.

Bids received after the specified closing date and time will not be considered.

The Mauritius Ports Authority reserves the right to accept or reject any bid, to annul the bidding process and to reject all bids at any time prior to award of the Contract, without thereby incurring any liability to any Bidder.
