The Mauritius Ports Authority is inviting proposals from suitably qualified Consultancy Firms specialized in the design, project management and supervision in the field of ship construction through the Government e-Procurement System for the Contract MPA 523/2021 – Consultancy Services for the Procurement of Floating Craft as more fully described in the bidding document.

The bidding exercise will be conducted through Open International Bidding method according to the rules and regulations of the Republic of Mauritius.

Qualification Requirements

Consultants should have the following minimum qualification criteria to be considered as eligible for the project:

  • minimum of ten years’ experience in the design, project management, supervision and commissioning of similar contracts; and
  • at least three similar assignments over the last five years.

Submission of Bids

Bidding documents may be downloaded from the Government e-Procurement System https://eproc.publicprocurement.govmu.org. Reference Number on the system:  MPA/IFB/2021/67

Proposals (Technical & Financial) must be submitted online on the e-Procurement System at latest by Friday 30 July 2021 at 15.00 hours (Local Time).

Consultants having submitted proposals online by the closing date and time shall decrypt and re-encrypt their bids from Friday 30 July 2021 from 16.01 hours (Local Time) up to Tuesday 03 August 2021 at 14.00 hours (Local Time).

Technical proposals will be opened online at the Mauritius Ports Authority, H. Ramnarain Building, Mer Rouge, Port – Louis, Republic of Mauritius on Tuesday 03 August 2021 at 14.05 hours (local time) in the presence of consultants or their representatives who choose to attend.

The Mauritius Ports Authority reserves the right to accept or reject any bid and to annul the bidding process and reject all bids at any time prior to award of the Contract, without thereby incurring any liability to any Bidder.

Registration of bidders on the e-Procurement System

All potential bidders are kindly requested to register their companies on the e-Procurement System, as registration is mandatory for a supplier to submit a bid online. You may wish to refer to the manual and video available on the “How to?” menu of the e-PS website for information about registration.

Furthermore, it is mandatory for bidders to use a Digital Signature Certificate (DSC) for encryption/decryption of their bid data and for digital signing of bids. A DSC for the e-Procurement Class can be purchased from the Certification Authority eMudhra through Mauritius Post Ltd by applying online on the website https://www.emudhra.mu/.

In order to initiate suppliers on e-PS, the Procurement Policy Office organises regular training sessions on the e-Procurement System. These training sessions are usually held at the Procurement Policy Office, 8th Floor, E. Anquetil Building, Port Louis, Mauritius, over 2 half days and include a theoretical / demonstration component on the first day followed by a practical session on the second day.
