Construction of a Cruise Terminal Building at Port Louis Harbour -Contract MPA 405/2018

The Mauritius Ports Authority (MPA) is pleased to invite sealed bids from local and overseas bidders for the Construction of a Cruise Terminal Building at Port Louis Harbour.

The scope of works includes amongst others construction of:

  1. a steel structure of ground floor area approximately 7,500 m2, on raft and pad footings;
  2. pavement works together with all necessary infrastructural facilities; and
  3. associated works

Qualification requirements

  • The Contractor, either as single entity or joint venture or association, must hold a valid registration with CIDB as follows: -

Class of Work: Building Construction Works as Grade A together with Civil Engineering Works as Grade C and Mechanical, Electrical and Plumbing Works(MEP) as Grade C.

  • The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement of
    MUR 100,000,000 (or equivalent in USD/EURO/GBP)
  • Other qualifying criteria mentioned in the bid document

Purchase of Bidding Documents

 

For Local Bidders

A complete set of bidding documents may be purchased by interested local bidders on the submission of a written application to the above and upon payment during week days of a non-refundable fee of Mauritian Rupees ten thousand only (MUR 10,000) by bank cheque drawn in the name of the Mauritius Ports Authority or by cash payable at the MPA Cash office located at H. Ramnarain Building, Mer Rouge, Port Louis.

 

For Overseas Bidders

Overseas bidders willing to participate in this exercise may, upon written application, purchase the bidding document by electronic payment equivalent to USD 300 or Euro 250 net of all bank charges to our bank as detailed below :-

In case the MPA is requested to forward the Bidding Documents by courier, an additional amount of
USD 60 or Euro 50, (net of all bank charges) is payable to the above bank account.

 

After receipt of payment, the Mauritius Ports Authority will send the bidding document to the bidder via courier at the cost of the requesting party who cannot collect same personally. Bidders are requested to communicate their address and proof of payment to the Mauritius Ports Authority via email at info@mauport.com for sending/posting of the set of bidding documents. Prospective bidders’ attention is drawn that late receipt of bidding documents by courier shall not be considered as a valid reason for request for any extension of the date for submitting Bids.

Submission of bids

One original and 2 copies of the bid in hard copies together with soft copy of the dully filled-in Bill of Quantities must be submitted in accordance with the bidding documents in sealed envelopes, clearly marked “MPA 405/2018- Construction of a Cruise Terminal Building at Port Louis Harbour.” addressed to : -

Bid Security

Bidders shall submit a bid security in the amount of MUR 3,000,000 in the format specified at
Section IV Bidding Forms of the bidding documents. The bid security shall be in the form of an unconditional bank guarantee issued by a recognized commercial bank in Mauritius or a foreign bank through a correspondent bank located in Mauritius.

 

Bids not secured as above shall be rejected.

Bids will be opened in the Conference Room of the Central Procurement Board (at the above address) on the same day at 14.00 hrs. (local time) in the presence of bidders or their representatives who choose to attend. Bids received after the specified closing date and time will not be considered.

 

Pre- Bid Meeting

A pre-bid meeting followed by a site visit for prospective bidders has been scheduled for
13 March 2019 at 10.30 hrs. (local time). The meeting place is the Conference Room of the Mauritius Ports Authority at Ground Floor, H. Ramnarain Building, Mer Rouge, Port Louis, Republic of Mauritius.

 

The MPA reserves the right to: -

  1. accept or reject any bid; and
  2. to annul the bidding process and reject all bids at any time prior to the award of the contract as per provision of Section 39 (1) of the Public Procurement Act 2006.
