The Mauritius Ports Authority is inviting bids from local bidders for the Contract MPA 588/2023 – Design, Supply, Installation, Testing and Commissioning of Grid Connected Rooftop Solar Photovoltaic System, as more fully described in the bidding document.

The bidding exercise shall be conducted through the Open National Bidding method according to the procurement rules and regulations issued by the Procurement Policy Office.

Scope of Works

The project consists of the design, supply, installation, testing and commissioning of grid-tied solar photovoltaic systems on the rooftops of the following MPA buildings at Mer Rouge, Port-Louis:-

  1. Aurelie Perrine Building
  2. MPA Workshop
  3. Shed 3

Qualifications

Bidders should have the following minimum qualification to be eligible as a contractor for undertaking the project:

  1. Valid registration certificate with the CIDB under the grade that will enable the contractor to perform the works quoted for;
  2. Experience of having successfully completed at least 2 (two) projects over the last 5 (five) years involving Supply, Installation, Testing and Commissioning of Grid Connected Rooftop Solar Photovoltaic System each of capacity not less than 100 kWp; and
  3. Other qualifying criteria as mentioned in the bidding document.

UPGRADING OF RAIL SYSTEM AT THE SLIPWAY IN PORT MATHURIN, RODRIGUES

CONTRACT NO: MPA 587/2023

 

The Mauritius Ports Authority is inviting bids from local bidders for the Contract MPA 587/2023 – Upgrading of Rail System at the Slipway in Port Mathurin, Rodrigues as more fully described in the bidding document.

Bidding exercise shall be conducted through the Open National Bidding method according to the procurement rules and regulations issued by the Procurement Policy Office.

The objective of this project is to replace the standard rails to ensure the continuity of operations along the slipway.

Scope of the Works

The scope of works comprises the following inter-alia:

  1. Supply, Installation and Commissioning of the standard rails to match the existing ones on the slipway;
  2. Supply and Installation of all accessories and fittings as per the manufacturer’s recommendations for the rails to be supplied;
  3. Temporary demobilization of the existing metal cradle system during the period when upgrading works will be implemented;
  4. Dismantling of the existing Standard rails and fittings and handover the dismantled rails to the Employer;
  5. Installation of the new rail system complete with all accessories and fittings, all as per the manufacturer’s recommendations;
  6. Re-commissioning of the existing metal cradle system onto the new rails to ensure the proper functioning of the upgraded facility; etc

Qualifications

Bidders should have the following minimum qualification to be eligible as a contractor for undertaking the project:

  1. valid registration certificate with the CIDB under the grade that will enable the contractor to perform the works quoted for, under the following class(es): Civil Engineering Construction Works or Mechanical Works;
  2. At least one project involving mechanical works over the last 10 years; and
  3. Other qualifying criteria as mentioned in the bidding document.

The objective of this project is to enhance the operational flexibility of berthing cruise vessels at the Cruise Jetty.

Scope of the Works

The scope of works comprises the following inter-alia:

  1. Preparation of detailed methodology of works and production of construction drawings for the proposed mooring structures;
  2. Removal/dismantling of existing rock revetment/shore protection at the designated locations;
  3. Taking delivery of free-issued materials for incorporation in the permanent works;
  4. Construction of two mooring structures including piling works, placing rails, etc;
  5. Reinstatement of rock revetment and other existing facilities, for instance, road, pavement, adjoining the new mooring structures; etc.

Qualifications

Bidders should have the following minimum qualification to be eligible as a contractor for undertaking the project:

  1. valid registration certificate with the CIDB under the grade that will enable the contractor to perform the works quoted for, under the following class(es): As a minimum, bidders to be classified as Small Contractors;
  2. At least two (2) civil works contracts in a coastal/marine environment, with each works contract of value not less than Rupees Five Million; and
  3. Other qualifying criteria as mentioned in the bidding document.

The enlisted organisations will be authorized to conduct Port Facility Security Assessment (PFSA) /Port Security Assessment (PSA) for Port Facility Operators as more fully described in the Invitation for Expression of Interest document.

Submission of Expression of Interest

The Expression of Interest in a sealed envelope, clearly marked “MPA Reference: 91/26 - Expression of Interest to Implement and Operate the Service of Supplying Water to Ships at Port Louis Harbour should be addressed to the Ag. Director General, Mauritius Ports Authority, H. Ramnarain Building, Mer Rouge, Port Louis, Republic of Mauritius.

The EOI should be sent by courier or deposited in the Bid Box located at the Chief Officer’s Office, Mauritius Ports Authority, 1st Floor, H. Ramnarain Building, Mer Rouge, Port Louis, Republic of Mauritius not later than Monday 19 December 2022 at 14.00 hrs (Mauritian Time).

Any expression of Interest received after the closing date and time will not be accepted.

The MPA reserves the right to accept or reject any interest expressed or annul the EOI without incurring any liability whatsoever.

The Mauritius Ports Authority is inviting bids from qualified local and overseas bidders through the Government e-Procurement System for the Contract MPA 572/2022 – Supply of Crew for Tugs at Port Louis Harbour as more fully described in the bidding document.
 
Bidding exercise shall be conducted through Open Advertised Bidding method according to the rules and regulations of Mauritius.
 
Submission of bids
Bidding documents may be downloaded from the Government e-Procurement System https://eproc.publicprocurement.govmu.org. Reference Number on the system: MPA/IFB/2022/148.
 
Bids for the above must be submitted online on the e-Procurement System at latest by Tuesday 22 November 2022 at 15.00 hours (Mauritian Time).
 
Bidders who have submitted bids online by the closing date and time shall decrypt and re-encrypt their bids on Tuesday 22 November 2022 as from 16.01 hours (Mauritian Time) up to Wednesday 23 November 2022 at 14.00 hours (Mauritian Time).
 
Bids will be opened online at the Mauritius Ports Authority on Wednesday 23 November 2022 as from 14.05 hours (Mauritian Time) in the presence of bidders or their representatives who choose to attend.
 
The Mauritius Ports Authority reserves the right to accept or reject any bid and to annul the bidding process and reject all bids at any time prior to award of the Contract, without thereby incurring any liability to any Bidder.
 
Registration of bidders on the e-Procurement System
 
All potential bidders are kindly requested to register their companies on the e-Procurement System, as registration is mandatory for a supplier to submit a bid online. You may wish to refer to the manual and video available on the “How to?” menu of the e-PS website for information about registration.
 
Furthermore, it is mandatory for bidders to use a Digital Signature Certificate (DSC) for encryption/decryption of their bid data and for digital signing of bids. A DSC for the e-Procurement Class can be purchased from the Certification Authority, MauSign by applying online on the website https://mausign.govmu.org/.
