Submission of bids

Bids in sealed envelopes clearly marked  “CONTRACT– MPA 357/2017 Procurement For the Design, Construction, Supply and Commissioning of three twin screw tugs of 12 tonnes Bollard Pull shall be addressed to the Director General,Mauritius Ports Authority, H. Bid Security

Bidders shall include a Bid Security issued by a commercial bank in Mauritius or through a commercial bank in Mauritius in the amount of MUR 1,400,000 or USD 40,000 or EURO 35,000.

Bids not secured as above shall be rejected.

 

Deadline for the submission of bids

Bids shall be sent by post/courier at the above address or deposited in the bid box located at 1st Floor, H. Ramnarain Building,, Mer Rouge, Port Louis, Mauritius not later than Tuesday 6 February 2018 up to 14.00.hrs (local time)

Bids will be opened on the same day at 14.15 .hrs at the above address, in the presence of the bidders/bidder’s representatives who choose to attend.

The Mauritius Ports authority (MPA) has been allocated grant funds (the “Grant”) from the Middle Income Country Technical Assistance Fund which are administered by the African Development Bank (“the Bank”) and executed by the MPA for the above project.

This is to notify that, following the bidding exercise carried out by the Mauritius Ports Authority for the Preliminary Technical Study & Design of Island Terminal and Breakwater Structure at Port-Louis Harbour (Contract  No. MPA 298A/2015), the contract has been awarded to Haskoning DHV Nederland B.V of Netherlands for the sum of Euro 1,494,253 excluding all local taxes.

Construction of a Cruise Terminal Building at Port Louis Harbour

Contract MPA 358/2017; CPB/48/2017

 

The Mauritius Ports Authority (MPA) intends to proceed with the Construction of a Cruise Terminal building at Port Louis Harbour. In this respect the (MPA) intends to pre-qualify contractors and/or firms for the construction of the facility. It is expected that invitations for bids will be made in January 2018.

The scope of the works would comprise inter-alia but not limited to:

  1. Construction of a Cruise Terminal building of ground floor area approximately 7,500 m2, made up mainly of steel structures founded on piles or raft.
  2. Provision for mechanical, Electrical, Plumbing and Heating ventilation Air Conditioning services.
  3. Parking lots for vehicles carrying both passengers and products for shipment purpose.
  4. Existing road network to be upgraded with provision of roundabouts for fluid vehicular movement and in line with the requirements of the MPA.
  5. Drain works for evacuation of storm-water run-off
  6. Construction of a mini- pumping station for evacuation of wastewater and laying of rising main with connection point to existing sewer network on Les Salines Road.
  7. Laying of potable water reticulation network from tapping point from Les Salines Road to the project area.
  8. Provision of electrical network from a designated source to the project area.
  9. Construction of other ancillary works.

Qualification Criteria and Requirements include:

  1. A minimum amount of liquid asset and/or credit facilities net of other contractual commitments of US$ 4,000,000.00 specific for this contract.
  2. A minimum number of one (1) similar contract, of minimum value of USD 15,000,000.00, or one (1) similar contract, of a minimum value of MUR 500,000,000.00 that has been satisfactorily and substantially completed as a prime contractor , joint venture member,  management contractor or sub-contractor between 1st January 2012 and application submission deadline.
  3. Registration as grade A Building Construction Works Contractor with the Construction Industry Development Board of Mauritius (CIDB) with specialization in B01, B02 and B3.

  1. Contractors (or their MEP subcontractor(s)), registered as grade A, B or C, Mechanical, Electrical and Plumbing (MEP) Works with the CIDB.
