Scope of Works:

The work has been divided into two lots as follows:

  1. Lot I: The Mauritius Container Terminal, Les Salines and H. Ramnarain Building, Mer Rouge. The length of fencing required for Lot I is 2 kms.
  1. Lot II: The Mauritius Multi-Purpose Terminal – Terminal II. The length of fencing required for Lot II is 2 kms.

The scope of works within the contract for both Lot I and Lot II include the following: -

  • Break to remove concrete poles and bases including existing chain link fencing and carting away of construction debris from port area;
  • Cut to remove existing galvanized fencing posts and same to be returned to MPA Store;
  • Engineering designs of the new high security fence to the relevant British Standards including the bases to withstand a wind speed of up to 300km/h.
  • Supply and Erection of new high security fencing posts and panels;
  • Construction of ground beam, block wall and stone work; 
  • Erection of new high security gates;
  • Ducting works including manhole chambers; and
  • Laying of asphaltic concrete pavement/paving blocks.

The vehicles may be viewed at the MPA Workshop, Mer Rouge during weekdays from 9.00 to 14.30 hrs by contacting the office of the Senior Manager, Technical Services on Tel No. 206 5511.

Bids (excluding VAT) should be submitted separately for each vehicle. A bidder may quote for one or more vehicles.

Bids, in sealed envelopes, addressed to the Director-General, MPA and clearly marked “Sale of Vehicles” should be deposited in the Tender Box located in the Chief Officers’ Office, 1st Floor, H. Ramnarain Building, Mer Rouge, Port Louis not later than Monday 30 July 2018 at 14.00 hours (Local time). Offers received after the specified closing date and time will not be considered.

Bids should remain valid for a period of 90 days after the closing date and be accompanied by a security, in the form of a Bank Cheque equivalent to 10% of the total quoted price. Bids not so secured will be rejected.

The successful bidder(s) shall be required to effect full payment of the bid price and arrange to take delivery of the vehicle(s) within 5 days from the date of award.

Deadline for the submission of proposals

Proposals should be either deposited in the bid box located in the Chief Officer’s Office, Mauritius Ports Authority, 1st floor, H. Ramnarain Building, Mer Rouge, Port Louis, Mauritius or submitted by registered post or courier so as to reach the Mauritius Ports Authority on or before Monday 5 February 2018 up to 14.00 hrs. (local time) at latest.

Bids received after the specified closing date and time will not be considered.

 

Pre-Proposal Conference

A pre-proposal conference will be held at the Conference Room of the Mauritius Ports Authority at H. Ramnarain Building, Mer Rouge, Port Louis, Mauritius on Monday 15 January 2018  at 10.30 hrs (local time)

 

The MPA reserves the right to

  1. accept or reject any bid; and
  2. to annul the bidding process and reject all bids at any time prior to the award of the contract  as per provision of Section 39 (1) of the Public Procurement Act 2006.

The Mauritius Ports Authority (MPA) is pleased to invite sealed bids from local and overseas bidders for the Design, Construction, Supply and Commissioning of One Harbour Tug of 70 Tonnes Bollard Pull as more fully described in the bidding document.

A complete set of bidding documents may be purchased by interested local bidders on the submission of a written application to the above and upon payment of a non-refundable fee of Mauritian Rupees two thousand only (MUR 2000) by bank cheque drawn in the name of the Mauritius Ports Authority or by cash payable at the Cash office located in the Access Pass building.

After receipt of payment the Mauritius Ports Authority will send the bid document to the bidder via email. Bidders are requested to communicate their email address to the Mauritius Ports Authority via email at info@mauport.com for transmission of the bidding document after effecting the payment.

 

Submission of bids

Bids in sealed envelopes clearly marked  “CONTRACT– MPA 365/2017 Design, Construction, Supply and Commissioning of  One Harbour Tug of 70 Tonnes Bollard Pull  shall be

addressed to the Director General,Mauritius Ports Authority, H. Ramnarain Building, Port Louis, Republic of Mauritius.

 

Bid Security

Bidders shall include a Bid Security issued by a commercial bank in Mauritius or through a commercial bank in Mauritius in the amount of MUR 4,000,000 or USD 115,000 or EURO 100,000

Bids not secured as above shall be rejected.

 

Deadline for the submission of bids

Bids shall be sent by post/courier at the above address or deposited in the bid box located at 1st Floor, H. Ramnarain Building,, Mer Rouge, Port Louis, Mauritius not later than Tuesday 6 February 2018 up to 14.00.hrs (local time).

Bids will be opened on the same day at 14.15 .hrs at the above address, in the presence of the bidders/bidder’s representatives who choose to attend.
