The Mauritius Ports Authority is inviting bids from local bidders through the Government e-Procurement System for the Contract MPA 575/2023 – Procurement of Microbus and Double Cabin Pick Up Vans as more fully described in the bidding document.
Bidding exercise shall be conducted through Open National Bidding method according to the rules and regulations of Mauritius.
 

Submission of bids

Bidding documents may be downloaded from the Government e-Procurement System https://eproc.publicprocurement.govmu.org. Reference Number on the system: MPA/IFB/2023/156
 
Bids for the above must be submitted online on the e-Procurement System at latest by Wednesday 17 May 2023 at 15.00 hours.
 
Bidders who have submitted bids online by the closing date and time shall decrypt and re-encrypt their bids on Wednesday 17 May 2023 as from 16.01 hours up to Thursday 18 May 2023 at 14.00 hours.
 
Bids will be opened online at the Mauritius Ports Authority on Thursday 18 May 2023 as from 14.05 hours in the presence of bidders or their representatives who choose to attend.
 
The Mauritius Ports Authority reserves the right to accept or reject any bid and to annul the bidding process and reject all bids at any time prior to award of the Contract, without thereby incurring any liability to any Bidder.
 

Registration of bidders on the e-Procurement System

 
All potential bidders are kindly requested to register their companies on the e-Procurement System, as registration is mandatory for a supplier to submit a bid online. You may wish to refer to the manual and video available on the “How to?” menu of the e-PS website for information about registration.
 
Furthermore, it is mandatory for bidders to use a Digital Signature Certificate (DSC) for encryption/decryption of their bid data and for digital signing of bids. A DSC for the e-Procurement Class can be purchased from the Certification Authority MauSign by applying online on the website https://mausign.govmu.org/.
 
In order to initiate suppliers on e-PS, the Procurement Policy Office organises regular training sessions on the e-Procurement System. These training sessions are usually held at the Procurement Policy Office, 8th Floor, E. Anquetil Building, Port Louis, Mauritius, over 2 half days and include a theoretical / demonstration component on the first day followed by a practical session on the second day.
 
The Procurement Policy Office also provides support to the users of e-PS through its dedicated Help Desk operating during business hours. You may contact them for assistance or for requests for training via email eprocdesk@govmu.org.

INVITATION FOR EXPRESSION OF INTEREST FOR THE ENLISTMENT OF RECOGNISED SECURITY ORGANISATIONS FOR PORT LOUIS HARBOUR AND PORT MATHURIN- MPA Reference: 91/17/1

The Mauritius Ports Authority, which is a body corporate, established under the Ports Act 1998, is pleased to invite “Expression of Interest” from suitably qualified and experienced organizations specialized in port security to be enlisted as Recognised Security Organisations for Port Louis Harbour and Port Mathurin.

The enlisted organisations will be authorized to conduct Port Facility Security Assessment (PFSA) /Port Security Assessment (PSA) for Port Facility Operators as more fully described in the Invitation for Expression of Interest document.

Submission of Expression of Interest

The Expression of Interest in a sealed envelope, clearly marked “MPA Reference: 91/17/1 - Expression of Interest for the Enlistment of Recognised Security Organisations for Port Louis Harbour and Port Mathurin, should be addressed to the Director General, Mauritius Ports Authority, H. Ramnarain Building, Mer Rouge, Port Louis, Republic of Mauritius.

The EOI should be sent by courier or deposited in the Bid Box located at the Chief Officer’s Office, Mauritius Ports Authority, 1st Floor, H. Ramnarain Building, Mer Rouge, Port Louis, Republic of Mauritius not later than Thursday 30 March  2023 at 14.00 hrs (Mauritian Time).

Any expression of Interest received after the closing date and time will not be accepted.

Bid for Sale of Spare Parts of Tugs

The Mauritius Ports Authority is inviting sealed bids from potential buyers for the purchase of spare parts of tugs on an ‘as is where is’ basis located at the MPA Stores, Mer Rouge.

The items may be viewed at the MPA Stores, Mer Rouge, Port Louis during weekdays from 0900 hours to 1430 hours by contacting the office of the Chief Officer, Stores on Tel No. 206 5517/206 5521 or the Marine Engineer Consultant on 206 5565. Bids should be submitted separately for each item. Bidders may quote for one or more items.

Bids, in sealed envelopes, addressed to the Director-General, Mauritius Ports Authority, H. Ramnarain Building, Mer Rouge, Port Louis and clearly marked “Sale of spare parts of tugs” should be either submitted by post/courier or deposited in the Bid Box located in the Chief Officers’ Office, 1st Floor, H. Ramnarain Building, Mer Rouge, Port Louis not later than Monday 31 October 2022 at 14.00 hours. Offers received after the specified closing date and time will not be considered.

Bids should remain valid for a period of 90 days after the closing date and be accompanied by a security, in the form of a Personal or Bank Cheque equivalent to 10% of the total bid price. Bids not so secured will be rejected.

The successful bidder(s) shall be required to effect full payment of the quoted sum and arrange to take delivery of the items within 5 days from the date of award.

The MPA reserves the right to accept, or reject any offer and to cancel the above exercise at any time prior to award without thereby incurring any liability to affected bidder(s).

In this respect, the MPA invites bids from potential buyers for the purchase of the above equipment on an “as is where is” basis with the following main specifications:

  • Max. Capacity: 4,500 Kg
  • Max. Lifting Height: 20.8 m

The equipment may be viewed   at the MPA Workshop, Mer Rouge during weekdays from 0800 hours to 1400 hours. For any additional information, the Transport Office may be contacted on phone no. 206 5515/2065511.

Bids, in sealed envelopes, addressed to the Director-General, MPA and clearly marked “Sale of Telescopic Handler” should be deposited in the Tender Box located at the Chief Officers’ Office, 1st Floor, H. Ramnarain Building, Mer Rouge, Port Louis not later than Thursday 27 October 2022 at 1400 hours (Local time).  Offers received after the specified closing date and time will not be considered.

Bids should remain valid for a period of 90 days after the closing date and be accompanied by a security, in the form of a Bank Cheque equivalent to 10% of the total bid price. Bids not so secured will not be accepted.

The successful bidder shall be required to effect full payment of the quoted sum and arrange to take delivery of the equipment within 5 days from the date of award.

The MPA reserves the right to accept or reject any offer and to cancel the above exercise at any time prior to award without thereby incurring any liability to affected bidder(s).

The Mauritius Ports Authority (MPA) is inviting proposals from suitably qualified Consultancy Firms to provide Consultancy Services for the Procurement of Small Tugs for Port Louis Harbour, as more fully described in the bidding document.

The bidding exercise will be conducted through Open International Bidding method according to the rules and regulations of the Republic of Mauritius.

Eligibility

The Consultancy Firms should possess a minimum of ten years’ experience in the design, project management, supervision and commissioning of similar contracts and have undertaken at least three similar assignments over the last five years.

Qualification requirements

The Manufacturer of the tugs must have:

  1. at least ten (10) years’ experience in design, manufacture and supply of vessels/tugs; and
  2. constructed at least 3 vessels/tugs during the last five (5) years.

The bid security shall be valid for 150 days as from the date of submission of bids, that is up to 08 April 2023. The bid security shall be submitted in sealed envelope as indicated at ITB 25.1 in the bidding document. Failure to submit the Bid Security will entail rejection of the bids.
