In alignment with the recommendations of the International Maritime Organization (IMO), the MPA has successfully implemented the Vessel Clearance System (VCS). This fully digitized solution streamlines the submission and processing of FAL forms, enabling shipping agents to obtain vessel arrival and departure clearances from MPA and other relevant government authorities. 

Looking ahead, the MPA now intends to replace its current Port Management Information System (PMIS) with a modernized Maritime Single Window (MSW) system, including vessel services and movements system. The new system will be fully integrated with the VCS to eliminate duplication, enhance operational efficiency, and accurately capture vessel movements for billing purposes and services provided by both the MPA and third-party operators. Integration of these systems will also pave the way for a single-window service for the port community and the development of a comprehensive data warehouse. 

Objectives

By introducing the Maritime Single Window (MSW) Project, MPA aims to:

  • Empowering shipping agents with advanced features to seamlessly manage vessel services and movements.

  • Equipping MPA officers with an intuitive, workflow-driven portal to process applications efficiently.

  • Implementing secure API services to guarantee safe, real-time data exchange across all port community stakeholders.

  • Introducing a powerful Data Warehousing System that integrates multiple data sources, delivering meaningful insights for strategic decision-making.

  • Serving as a one-stop repository for maritime data and as a digital maritime connectivity platform for sharing and reuse of data between authorized partners and government agencies.

Together, these objectives enable MPA to consolidate port services into a single integrated platform, optimise operations, strengthen stakeholder engagement, and enhance overall service quality in support of the continued growth and efficiency of port activities.
