PROCUREMENT OF OIL SPILL RESPONSE EQUIPMENT
FOR THE MPA AT PORT MATHURIN, RODRIGUES
CONTRACT NO: MPA 714/2026

The Mauritius Ports Authority is inviting bids from local bidders through the Government e-Procurement System for the Contract MPA 714/2026 – Procurement of Oil Spill Response Equipment for the MPA at Port Mathurin, Rodrigues as morefully described in the bidding document.
Bidding exercise shall be conducted through Open National Bidding method according to the rules and regulations of Mauritius.
Submission of bids
Bidding documents may be downloaded from the Government e-Procurement System https://eproc.publicprocurement.govmu.org. Reference Number on the system: MPA/IFB/2026/306.
Bids for the above must be submitted online on the e-Procurement System at latest by Monday 15 June 2026 at 15.00 hours.
Bidders who have submitted bids online by the closing date and time shall decrypt and re-encrypt their bids on Monday 15 June 2026 as from 16.01 hours up to Tuesday 16 June 2026 at 14.00 hours.
Bids will be opened online at the Mauritius Ports Authority on Tuesday 16 June 2026 as from 14.05 hours in the presence of bidders or their representatives who choose to attend.
The Mauritius Ports Authority reserves the right to accept or reject any bid and to annul the bidding process and reject all bids at any time prior to award of the Contract, without thereby incurring any liability to any Bidder.
Registration of bidders on the e-Procurement System (e-PS)
All potential bidders are kindly requested to register their companies on the e-Procurement System, as registration is mandatory for submitting bids online. For guidance on the registration process, please refer to the manual and video available under the ‘How to?’ menu on the e-PS website: https://eproc.publicprocurement.govmu.org/login.
Furthermore, it is mandatory for bidders to use a Digital Signature Certificate (DSC) for encryption/decryption of their bid data and for digital signing of bids. A DSC for the e-Procurement Class can be purchased from the Certification Authority MauSign by applying online on the website https://mausign.govmu.org/.
In order to initiate suppliers on e-PS, the Procurement Policy Office organises regular training sessions on the e-Procurement System. These training sessions are usually held at the Procurement Policy Office, 8th Floor, E. Anquetil Building, Port Louis, Mauritius, over 2 half days and include a theoretical / demonstration component on the first day followed by a practical session on the second day.
The Procurement Policy Office also provides support to the users of e-PS through its dedicated Help Desk operating during business hours. You may contact them for assistance or for requests for training via email eprocdesk@govmu.org.

CONSULTANCY SERVICES FOR REVALUATION OF MPA ASSETS
CONTRACT MPA 718/2026
The Mauritius Ports Authority (MPA) is inviting proposals from local Consultancy Firms to provide Consultancy Services for Revaluation of MPA Assets as more fully described in the bidding document.
The bidding exercise will be conducted through the Open National Bidding method according to the rules and regulations issued by the Procurement Policy Office.
The consultancy Firm shall have at least seven (7) years’ experience in the Revaluation of Property, Plant and Equipment of similar nature and complexity.

Submission of Proposals
Proposals (Technical & Financial in two separate sealed envelopes) shall be placed into an outer sealed envelope clearly marked “Contract MPA 718/2026 – Consultancy Services for Revaluation of MPA Assets, and should be addressed to the Director General, Mauritius Ports Authority, 1st Floor, H. Ramnarain Building, Mer Rouge, Port Louis.
Deadline for the Submission of Proposals
Proposals should be either deposited in the Bid Box located at the Chief Officer’s Office, Mauritius Ports Authority, 1st floor, H. Ramnarain Building, Mer Rouge, Port Louis, Republic of Mauritius or submitted by registered post or courier so as to reach the Mauritius Ports Authority on or before Tuesday 02 June 2026 up to 14.00 hours at latest.
Technical Proposals will be opened on the same day at 14.15 hours in the presence of bidders or their representatives who choose to attend.
Proposals received after the specified closing date and time will not be considered.

DESIGN, SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF REEFER POWER DISTRIBUTION SYSTEM AT THE MAURITIUS CONTAINER TERMINAL (MCT)

The Mauritius Ports Authority is inviting bids from local bidders for the Design, Supply, Installation, Testing and Commissioning of Reefer Power Distribution System at the Mauritius Container Terminal (MCT) as more fully described in the bidding document.
Bidding exercise shall be conducted through the Open National Bidding method according to the procurement rules and regulations issued by the Procurement Policy Office.
Qualifications
Bidders should have the following minimum qualification to be eligible as a contractor for undertaking the project:
- valid registration certificate with the Construction Industry Authority (CIA) under the grade that will enable the contractor to perform the works quoted; and
- Other qualifying criteria as mentioned in the bidding document.

Pre-Bid Meeting/Site Visit
Bidders or their designated representatives are invited to attend a pre-bid meeting/site visit on Tuesday 5 May 2026 at 11.00 hours ***. The meeting place is the Conference Room of the Mauritius Ports Authority at Ground Floor, H. Ramnarain Building, Mer Rouge, Port Louis.
Submission of Bids
Bids (one original and one copy) sealed in single envelope must be submitted in accordance with the Instruction to Bidders, clearly marked “Contract MPA 709/2026 – Design, Supply, Installation, Testing and Commissioning of Reefer Power Distribution System at the Mauritius Container Terminal (MCT)” and should be addressed to the Director General, Mauritius Ports Authority, H. Ramnarain Building, Port Louis.
